Every account has a referral link, on the Rewards screen. It is open to everyone and needs no application.

They register through it

The code is picked up by the registration form. It can also be typed into the Referral / Promo Code field there.

They create their first agent

Not at sign-up — at the first agent. $10 is added to each of your account balances, theirs and yours.
The trigger is the first agent, not the registration. An invited account that never creates one credits nobody.
Rewards shows how many friends you have invited, how many created an agent, and what you have earned from it. The credit lands on your account balance and behaves like any other balance: it pays for thinking, and it does not expire.

Referral codes are entered once

There is no field for a referral code after registration. If somebody signed up without one, it cannot be applied afterwards — a promo code can be, at any time.

Going further

Referrals are one side of Rewards. The other is the creator programme, which pays a commission on purchases rather than a one-off credit.
